This website documents the public life of Shri Arjun Ram Meghwal — a career that moves from a village in the Bikaner district of Rajasthan, through the Indian Administrative Service, into four consecutive terms in the Lok Sabha, and on to successive positions in the Union Council of Ministers.

    Early life and education

    Born on 20 December 1953 in the village of Kishmidesar, Bikaner district, Rajasthan, to Shri Lakhu Ram Meghwal and Smt. Heera Devi. Educated at Sri Dungar College, Bikaner, taking a law degree and a post-graduate degree in Political Science; later an M.B.A. from the University of the Philippines.

§ 04The first portfolio

Law and Justice

What the Ministry is responsible for as an institution, and — kept separate — what the Minister has been recorded doing in person.

Institutional scope

The Ministry of Law and Justice works through three departments. The Legislative Department drafts principal legislation for the Union Government and handles election law. The Department of Legal Affairs advises the Government on legal questions, conducts its litigation and oversees arbitration policy. The Department of Justice deals with the administration of justice: appointments to the higher judiciary, judicial infrastructure, court digitisation and legal aid.

These are institutional functions. They are carried out by a Ministry, under a Government, within a constitutional framework in which appointments to the Supreme Court and the High Courts are made under Articles 124, 217 and 224 and on the recommendation of the collegium. No programme below is presented as the personal work of any single office-holder.

    Approved the continuation of the Central Sector Scheme Designing Innovative Solutions for Holistic Access to Justice, restructured as DISHA 2.0, for five years from 1 April 2026 with an outlay of ₹255 crore and a new component, VIDHI–Sanjeevani, carrying an AI-assisted multilingual chatbot built with BHASHINI.1

  • 14 June 2025

    Guest of Honour at the National Conference on Institutional Arbitration at Bharat Mandapam, New Delhi, where he stated that “India will become the arbitration hub”.2

  • 29 October 2025

    Represented India at the Twelfth Session of the Justice Ministers’ Meeting of the Shanghai Cooperation Organisation Member States, held by video conference, at which a joint statement was adopted.3

Parliamentary Affairs

The Ministry that carries the Government’s business through both Houses, and that runs the country’s legislative-digitisation and parliamentary-education programmes.

01 — Government business

Coordination in both Houses

The Ministry plans and coordinates the Government’s legislative and other business in the Lok Sabha and the Rajya Sabha: what is listed, when it is taken up, and how it moves between the Houses. Shri Arjun Ram Meghwal is a Minister of State in the Ministry; Shri Kiren Rijiju holds the portfolio as Union Minister.

02 — Digital legislatures

National e-Vidhan Application

NeVA is a Mission Mode Project to put the working of every State and Union Territory legislature on one digital platform — questions, bills, notices, committee business and proceedings. As on 4 June 2026, 33 legislatures had joined and 21 had moved to fully digital functioning.1

03 — Parliamentary education

Youth Parliament

The Youth Parliament Scheme acquaints students with the practices and procedures of Parliament. In its upgraded form, NYPS 2.0, the scheme opened beyond recognised institutions to groups and individual citizens.2

Documented ministerial activity

4 June 2026
A tripartite Memorandum of Understanding for implementation of NeVA in the West Bengal Legislative Assembly was signed in his presence, alongside the Union Minister for Parliamentary Affairs. He is recorded as having emphasised the role of digital platforms in enabling Members to access legislative information in a timely and efficient manner.1

15 January 2026
Presided over the prize distribution of the 26th National Youth Parliament Competition, 2024–25 for Jawahar Navodaya Vidyalayas at the Constitution Club of India, New Delhi, and administered a pledge on protecting the environment to the participants.3

§ 06The constituency

Bikaner (SC), Rajasthan

A desert constituency in the north-west of Rajasthan, built around a city founded in 1488 and shaped in the modern period by canal irrigation, the railway and the long border with Pakistan.

The parliamentary constituency is reserved for the Scheduled Castes and is made up of eight Vidhan Sabha segments: Anupgarh, Khajuwala, Bikaner West, Bikaner East, Kolayat, Lunkaransar, Shri Dungargarh and Nokha. Shri Arjun Ram Meghwal has represented it in the Lok Sabha since 2009.

The 2011 Census recorded a district area of 30,247 square kilometres and a district population of 23,63,937 — a density of roughly 78 persons per square kilometre, among the lowest in the country. Bikaner city itself recorded 6,44,406 residents, making it the fifth-largest city in Rajasthan.
