Access to justice

Government scheme

Context

Article 39A of the Constitution directs the State to provide free legal aid so that opportunities for securing justice are not denied by reason of economic or other disabilities. The statutory machinery is the Legal Services Authorities Act, 1987 and the National Legal Services Authority constituted under it.

Public record

On 22 June 2026, Shri Arjun Ram Meghwal approved the continuation of the Central Sector Scheme for access to justice as DISHA 2.0 for 2026–2031, with an outlay of ₹255 crore and a target of three crore beneficiaries.

Government information

As on 31 May 2026 the earlier DISHA scheme had recorded a cumulative outreach of over 2.37 crore beneficiaries, including more than 1.13 crore pre-litigation advices under Tele-Law and 10,681 registered pro bono advocates under Nyaya Bandhu.

Digitisation of the courts

Mission Mode Project

Context

The eCourts Mission Mode Project is run by the Government of India with the eCommittee of the Supreme Court of India, to bring information and communication technology into district and subordinate courts and reduce delay.

Public record

Shri Arjun Ram Meghwal gave a written reply in the Lok Sabha on 13 February 2026 setting out the progress of the project, and a further reply on 25 July 2025 covering judicial infrastructure and appointments.

Government information

As on 31 December 2025: 3,93,22,695 cases heard by video conferencing; 1,03,96,720 cases e-filed; 2,331 e-Sewa Kendras functioning. Phase III was approved on 13 September 2023 with an outlay of ₹7,210 crore.

Speedy trial and pendency

Government scheme

Context

Article 21 of the Constitution has been read to include the right to a speedy trial. Fast Track Courts are established by the States with their High Courts; Fast Track Special Courts, including exclusive POCSO courts, are supported under a Centrally Sponsored Scheme launched in October 2019.

Public record

Shri Arjun Ram Meghwal gave a written reply in the Rajya Sabha on 5 February 2026 on the impact of Fast Track Courts.

Government information

As on 31 December 2025, 880 Fast Track Courts were functional across 22 States and Union Territories and 774 Fast Track Special Courts had been established, including 398 exclusive POCSO courts. Over 2023–2025 the Fast Track Courts disposed of 40,26,982 cases.

Diversity on the bench

Government position

Context

Appointments to the Supreme Court and High Courts are made under Articles 124, 217 and 224, which, as the Ministry has stated, do not provide for reservation for any caste or class. Proposals are initiated by the Chief Justices under the Memorandum of Procedure.

Public record

Shri Arjun Ram Meghwal gave a written reply in the Lok Sabha on 6 February 2026 on women judges in the judiciary. Separately, the parliamentary record lists him as Co-Chairman of the Committee on the Reservation in Judiciary under the National Commission for Scheduled Castes between 2011 and 2014.

Government information

Since 2014, 170 women judges have been appointed in the High Courts, including 96 in the preceding five years, and six in the Supreme Court — position as on 2 February 2026. The Government states that it requests Chief Justices to give due consideration to candidates from the Scheduled Castes, Scheduled Tribes, Other Backward Classes, minorities and women.

Arbitration and dispute resolution

Public statement

Context

Policy on arbitration sits with the Department of Legal Affairs. The stated objective is to shift commercial disputes from ad hoc to institutional arbitration, with the India International Arbitration Centre as the preferred institution in public sector contracts.

Public record

At the National Conference on Institutional Arbitration at Bharat Mandapam on 14 June 2025, Shri Arjun Ram Meghwal attended as Guest of Honour and stated: “India will become the arbitration hub.” At the SCO Justice Ministers’ Meeting of 29 October 2025 he set out the priority given to alternative dispute resolution and business-facilitating laws.

Government information

The conference addressed the IIAC (Conduct of Arbitration) Regulations, 2023 and the transition from the former International Centre for Alternative Dispute Resolution to the IIAC.

Digital legislatures

Mission Mode Project

Context

The National e-Vidhan Application is a Mission Mode Project of the Ministry of Parliamentary Affairs to place the working of all 37 State and Union Territory legislatures on a single digital platform under the vision of “One Nation – One Application”.

Public record

Shri Arjun Ram Meghwal was present at the signing of the tripartite Memorandum of Understanding bringing the West Bengal Legislative Assembly onto the platform on 4 June 2026, and is recorded as having emphasised the role of digital platforms in enabling Members to access legislative information.

Government information

As on 4 June 2026, 33 legislatures had joined and 21 had transitioned to fully digital functioning. An earlier reply of 1 December 2025 recorded 28 Memoranda signed and 20 fully digital Houses.

Parliamentary education

Ministry programme

Context

The Youth Parliament scheme of the Ministry of Parliamentary Affairs teaches the practices and procedures of Parliament through mock sittings. It has been run for Jawahar Navodaya Vidyalayas for 29 years.

Public record

On 15 January 2026 Shri Arjun Ram Meghwal presided over the prize distribution for the 26th National Youth Parliament Competition, 2024–25, and administered a pledge on protecting the environment to the participants.

Government information

The 26th competition was organised during 2024–25 among 88 Vidyalayas across eight regions. In March 2026 the Ministry unveiled NYPS 2.0, opening the scheme to institutions, groups and individual citizens.

Abolition of manual scavenging

Parliamentary record

Context

The practice is prohibited by law in India and has been the subject of successive statutes and of sustained parliamentary attention.

Public record

The official parliamentary biography records that he “initiated Debate and Discussion for abolition of Manual Scavengers in the Country in 15th Lok Sabha and has raised the matter vigorously”, and that the issue was raised for the first time by him through a Calling Attention motion.

Language in the courts, and the Rajasthani language

Parliamentary record

Context

The language in which a case may be argued affects who can appear and who can follow proceedings. Separately, recognition of a language in the Eighth Schedule of the Constitution carries consequences for its official use and development.

Public record

The official biography records that he “initiated Debate about allowing arguments by Lawyers in Hindi in High Courts and Supreme Court of India”, and that he participated in many programmes for the development of the Rajasthani language and extended cooperation in various capacities towards its recognition in the Eighth Schedule.

Education and rural development

Institutional membership

Context

The National Institute of Rural Development and the Sarva Shiksha Abhiyan are national institutions in rural development training and in elementary education respectively.

Public record

The parliamentary record lists him as a member of the General Council of the National Institute of Rural Development and of the Governing Council of the Sarva Shiksha Abhiyan from 11 October 2013. It also records him as Principal Advisor of the Bhwana Meghwal Memorial Trust, described as supporting talented and economically deprived students through scholarships and guidance.
